This toolkit hub brings together resources from across the sector to help those going through local government reorganisation (LGR).
More than 200 councils in England are currently going through the process of reorganisation, transforming district, county and small unitary councils into single-tier local government. This is an enormous change process involving every council department and engaging a huge range of partners and providers too.
To view those areas going through LGR, including confirmed new geographies where available, please visit our local authority map. Confirmed geographies are shaded in green and purple, while those awaiting decision are in teal and orange.
This LGR Toolkit, developed by Local Partnerships for the Local Government Association with the support of sector partners, will support councils to deliver this change.
It collates a wide range of resources, from templates and webinars to guidance notes and lessons learned from previous reorganisations. It also includes examples of documents used by other councils going through reorganisation to support councils as they develop their own documentation.
Resources are broken down by themes, including finance, leadership and governance, which you can access from the top of the homepage using the 'Themes' page to explore the different themes or you can scroll to whichever section is most relevant.
The toolkit also includes a checklist of actions to be completed at different stages of the LGR journey. This has been developed with councils who have been through reorganisation already, and alongside each checklist point are links to resources that will support councils to action that point.
This toolkit will develop over time in response to the needs of the sector.
