January - February: NPPF Events
As we step into a new year of planning reform, PAS is supporting councils through a programme of in‑person roadshows and online deep‑dive sessions focused on the updated National Planning Policy Framework (NPPF) and Planning Practice Guidance (PPGs). Our 2026 NPPF Roadshow series brings together officers, MHCLG colleagues, and the PAS team to explore what the changes mean in practice and to help you respond confidently to the consultation.

January - February: Statutory Consultees Events
PAS held two events to provide council officers and stakeholders an opportunity to listen to presentations from MHCLG and statutory consultees and to participate in some best practice discussions on engagement between statutory consultees and local planning authorities.
Two events were held. The first took place in Manchester on 16th January 2026 where Historic England, National Highways and Active Travel England presented. The second took place in London on 13th February 2026 where Natural England and the Environment Agency presented.
March: Appeals: Changes to Part 1 Written Representations Process.
PAS held a webinar on 17th March 2026 to provide council officers an opportunity to better understand the changes to part 1 written representations appeals. There was a presentation from the PAS Team, providing an overview of the changes and PAS's reflection on them, followed by a Q&A session.
April: Planning Committee Reform Consultation Events
PAS hosted a couple a short session on 9th & 15th April with MHCLG to provide an overview of the key proposals in the consultation on planning committee reforms, an overview of the key changes and practical implications for local planning authorities.
May: Planning Committee Reform Workshops
PAS hosted two online workshops in May to discuss with planning officers the practical requirements for local authorities in the April planning committee reform consultation. These sessions followed on from the introductory webinars in held in April 2026.
They included an short overview of the proposed reforms, key milestones and actions for LPAs, as well as hearing from the lead planners from four local authorities about how the proposed reforms will impact their committees and processes.
May: Biodiversity Net Gain and Protected Sites events
What's next for BNG? An Overview with MHCLG & DEFRA, May 2026
On Wednesday 6 May 2026, we were joined by colleagues from MHCLG and DEFRA for a webinar looking at forthcoming changes to the statutory Biodiversity Net Gain approach. This session provides an overview of the Government's responses to the May 2025 consultations on improving BNG implementation for minor, medium, and brownfield development and BNG for Nationally Significant Infrastructure Projects (NSIPs) alongside a consultation on a targeted BNG exemption for residential brownfield development. June: Nature Recovery Toolkit launch webinar
On 1st June 2026, PAS held a webinar to launch the new Nature Recovery Toolkit.

The updated toolkit has been strengthened and refined through a series of pilot case studies with 6 councils, capturing practical learning, real‑world challenges and what works on the ground. It’s designed to support local authorities to:
