Transformation Peer Support programme

Our Transformation Peer Support programme provides targeted capacity and support to help local authorities to deliver transformation via a cohort of experienced, skilled and qualified individuals from other councils. It will also consist of matching councils who wish to learn from what good looks like in councils’ transformation activities.


Our Transformation Peer Support programme is made up of both officer and councillor peers who will be linked up with councils requesting support and facilitated by the LGA.

The programme offers bespoke advice and support to local authorities to help them deliver transformation activities. Our cohort of transformation peers have delivered transformation programmes in their own councils and cover a wide range of service specific expertise including but not limited to:

  • service transformation 
  • data and digital 
  • adult social care 
  • children's services 
  • council culture 
  • organisational change 
  • partnership-working 
  • economic growth and business intelligence 
  • behavioural insights 
  • governance 
  • commissioning.

The support provided by peers could range from reviewing council Transformation plans and projects, to offering constructive challenge based on their own experience and knowledge. The type of support will be led and determined by the needs of the recipient council. The support will be available for a maximum of 10 days until March 2025.

Councillor peer training 

As part of our transformation peer support offer to councils for 2024-25, we will be launching a councillor peer programme. This offer will provide targeted support to help Councillors to fulfil their role in leading Transformation programmes. 

The LGA will be organising councillor peer training courses which will accredit member peers to support others to deliver transformation programmes in councils.

Transformation case studies 

We have a selection of case studies which highlight how councils have been innovative in their transformation activities and welcome any council who wishes to submit one.
