Funding and business rates retention reform

In December 2024 the Government announced that from 2026/27 it would introduce a new assessment of need and resources, building on the framework set out in the previous government’s review of Relative Needs and Resources (originally Fair Funding Review). It also announced that the 50 per cent Business Rates Retention system would be reset from April 2026. The LGA has been collaborating with councils and the Government to take these proposals forward.
