This section shares case studies and resources to support the measuring of sufficiency for children with SEND (including take up of the full entitlement as opposed to engagement), strategic data collection to understand needs and measure impact, and systems to support.
LGA webinar recording sharing progress that a small number of LAs had made towards measuring sufficiency for young childen with SEND. Delivered by Ann Van Dyke MBE (freelance consultant) and Catherine Mole MBE (CEO of Dingley's Promise).

Manchester
Manchester local authority example of a parent carer survey used to support their Childcare Sufficiency Assessment. The LA managed to process a Childcare Sufficiency Assessment over a six month period that engaged parents and carers, the early years sector, LA departments (including data) and others working with families locally. This work not only highlighted the gap in terms of access and take up for children with SEND but some key information and successes to be celebrated, building an inclusive culture of working locally. Swindon
Local authority example of measuring sufficiency for children with SEND. The LA tracked back take up of the early years entitlement by children with who started reception, year one and year two (in order to take an average). The entitlements were measured to enable a comparison of take up of the full entitlement by children with SEND compared with the overall eligible population. The exercise showed that just 45% of children with SEND took up their full early years entitlements compared with over 85% of the overall eligible population. This figure alone provided a benchmark and target to narrow the gap for this group. Learn more.
Liverpool
Local authority example of using data strategically. The LA has an Early notification team that immediately triages including entitlement status (digital system; codes). Immediate communications to families are in place. Confirmation of actual hours taken up is taken directly from families and then a comparison to setting funding made. An update is then provided to the childcare funding team and sufficiency officer as required in order to track live take up information. Learn moe.
Bristol
