This section aims to support a whole system approach to inclusion through up skilling all those working with children and families, developing ordinarily available provision in the early years sector, and a graduated approach.


Kirklees

 In Kirklees, an established Local Offer includes a wide range of resources for professionals to access.  This includes the Early Years Ordinarily Available Provision document ‘Inclusion Counts'.  This document supports the delivery of, and expectations around, universal inclusive high-quality practice.  It also offers guidance around implementing the Graduated Approach.  Written by the LA EYSEND team and local early years providers, this toolkit of support is now embedded within the Local Authority EY sector. There is ongoing training available to support practitioners understanding of how to use it and outreach teams use it to support their work.

Dorset have recruited Best Start in Life Advisors who are also trained in Portage to enable a universal approach to identification and support at the earliest contact point. This approach to universal inclusion means families are part of universal support just like any other family and are offered additional support without an extra assessment or referral process. Parents report accessing universal support which celebrates difference and works alongside families.
