Creating effective organisation structures using DMA 

DMA is a re-organisational design tool which establishes two key fundamentals for an organisation:

  • the number of management layers needed, including the units within it, for an organisation to be as effective as possible
  • the decision rights in different layers that managers require to be empowered
  • it is a proven way of creating an effective organisation and an efficient management structure.

Recruitment of chief officers and chief executives

Recruiting senior managers in local government is a resource-intensive exercise, often fraught with political sensitivities, requiring market knowledge of the local government employment sector. Chief executive 360 appraisal

A new 360 tool specifically designed for chief executives and primarily linking into an appraisal process to support personal development. Provides information and insight that is invaluable for both elected members and chief executives to assess impact. This online tool gathers feedback on the many aspects of a chief executives role from a number of sources including members, partner organisations, peers and colleagues.

360 degree feedback for senior leaders

The 360-degree feedback for senior leaders is a holistic employee review process. It involves gathering anonymous views and opinions from colleagues, councillors, and direct reports, which is used to give a chief executive well-rounded and constructive feedback.

Job evaluation 

The LGA offers expertise in the following job evaluation schemes:

  • the National Joint Council scheme, devised to support single status and agreed by both union and management sides
  • Joint Negotiating Committee Chief Officers, an LGA developed bespoke scheme which is in place in a wide range of local authorities and other public bodies

  • the Greater London Provincial Council scheme.

Equality and Diversity support

Using the 15 steps established in our Diverse by Design guide, the LGA is able to support organisations understand their priorities and challenges as they seek to embed EDI principals within their policies and culture. HR&OD Peer / Service Reviews

LGA provides a HR/OD service-based Peer review which providers councils with a strategic assessment of their approach to people management and how the HR Service enables its success. The assessment is adapted from the CIPD’s Professional Map specialist knowledge using a simple maturity model based self-assessment tool. The review uses benchmarks from across the sector and beyond using the CIPD HR Insights Tool. The process provides councils with service improvement report and action plan.
