Climate change support – 2022/23 highlights

Our Climate Change programme supported councils to reach their own carbon reduction and adaptation targets.


Overview

We brought councils together through roundtables, workshops, training, action learning sets, together with resources including publications, notable practice, blogs and tools.

All the outputs, case studies and results can be found on our Climate Change Hub for all councils to access and learn from.

Highlights

During 2022/23, programme highlights and achievements included:

  • 98 per cent of councils engaged with and received support from our Climate Change programme
  • 99 per cent of councils who received direct support from our Climate Change programme indicated that the support had a positive impact
  • we supported 354 people to develop their capability and capacity in carbon literacy, sustainable transport and housing retrofit
  • we delivered 12 webinars, with 1,980 attendees in total
  • we supported 12 partnerships through the Net Zero Innovation Programme (NZIP) to co-create practical responses to local-level challenges in reducing carbon emissions, adaptation and / or increasing biodiversity
  • our COP27 campaign showcased councils’ incredible work on green finance, adaptation, mitigation and collaboration – more than 200 case studies from councils are available for all councils to access
  • 6,837 people are subscribed to our Climate Change e-bulletin
  • our Climate Change Hub was viewed 55,730 times.

Case studies

Our Climate Change programme captured a wide range of case studies in 2022/23, including case studies shared as part of our Pass the Planet campaign.

Councils also learned through initiatives supported through our Net Zero Innovation Programme (NZIP), including the following examples:

Bolsover Means Business – through NZIP 2021/22, Bolsover Council undertook a project aiming to help hard to reach businesses gain the skills they need to transition to net zero. The council delivered a pilot scheme based on learnings from stakeholder engagement to provide ‘proof of concept’ around what works, what doesn’t work and what might work better to provide foundations for scaling up delivery and co-creating a successful programme of interventions. The project went through the NZIP accelerator programme for 2022/23 to bring in councils facing similar challenges to transfer their learning and see if the pilot can be implemented in other localities.

Greenhouse Gas Accounting Tools – the Greenhouse Gas Accounting Tool was developed by Local Partnerships, working with the LGA, to provide a straightforward and consistent approach for councils seeking to calculate their own carbon baseline. At the time of writing, the Greenhouse Gas Accounting tool had been downloaded by 280 councils. A Waste Emissions Calculator now features alongside the tool, developed by Cambridgeshire County Council and UCL on our Net Zero Innovation Programme. Launched in January 2023, the tool had been downloaded by 60 councils within just 8 months.
