Preventive and proactive care: research report

While we know there is much good practice in prevention happening across England, the evidence base is limited or dispersed. With rising financial pressures, it is important for health and social care systems to make as strong a case as possible for this investment and also make sure that funding is spent as effectively as possible. Our report provides peer learning for local health and care systems.


The Better Care Fund Support Programme has commissioned research to collect and synthesise existing publications and reports, related to local prevention or proactive targeted support initiatives which enable people to stay well, safe and independent at home for longer. 

We did this so we could understand better what preventive and proactive care initiatives local areas have invested in, and the extent to which these initiatives have been effective and value for money. 

Who is it for?

The report provides peer learning for local health and care systems, providing implementation, evaluation and economic information to facilitate local investment decision-making.

How should you use it?

The report sets out information by a series of scheme types developed from the BCF planning guidance. 

These are:

  • prevention or early intervention 
  • community-based schemes 
  • home adaptation schemes 
  • assistive technology care 
  • urgent community response 
  • home-based intermediate care services 
  • bed-based intermediate care services 
  • integrated care planning and navigation 
  • workforce initiatives

For each scheme type there is a summary overview of the findings from the research including key information to show outcomes and, where available information, to show financial return on investment, detailed examples from the research and supporting case studies. 

This report can be used to support the development of business cases for preventive and proactive care initiatives and also ensure that the appropriate information is collected to demonstrate outcomes and demonstrate return of investment.
