LGR: Transformation

LGR offers a significant opportunity for transformation, designing new ways of working and strengthening services.


Transformation is a central opportunity within Local Government Reorganisation (LGR). As councils come together, they can design new ways of working, strengthen services and create a modern organisation that is well placed to respond to local priorities. Transformation helps the new authority move beyond structural change to deliver improved experiences for residents, supported by shared operating models, better use of data and coordinated service design. When transformation is planned from the outset, it provides a clear route for turning LGR objectives into long-term improvements.  

Insights from LGR-experienced councils show that effective transformation activity typically involves:  

  • Developing an early transformation roadmap that sets out priorities, principles and the sequence of activity across the first phases of the new authority.
  • Focusing on clear design choices, strong sponsorship and consistent communication to help colleagues understand how transformation will support service quality and organisational cohesion.
  • Applying steady leadership, clear expectations and practical support for colleagues as new service models and ways of working are introduced.
  • Creating a unified operating model and service design framework that support consistency, collaborative working and clear accountability across the new authority.
  • Establishing clear governance and benefits tracking arrangements to oversee and identify measurable improvement, long-term value and service outcomes.  

This approach helps councils build momentum while maintaining clarity and stability. It also gives services a shared framework for redesign, helping teams align priorities, develop consistent processes and use data and insight effectively.
